But we are just not there yet. There are simply too few civic activists today in Armenia to be able to change the political system of the country. If the political system changes it is going to happen either because of a mass movement from below or because of a reform initiated from above. In both cases civic activists will be playing an important role but they will not be the driving force behind the change. Civic culture is the content of a political system, which is why by developing civic activism and and civil society in general, it is possible to arrive at meaningful political change. It doesn’t take a regime change to enforce traffic rules or stop stop school teachers from extorting dubious funds from students . You can wait for a political change for years or you can take the time to develop citizens who can defend their rights and use civic activism to solve real issues today — keeping in agenda a political change, as well. Unfortunately, too much in Armenia depends on individuals rather than the system. Even if a positive leader takes over, it will be a long transition to turning people into citizens. As much as high-scale political change is a stronger and sometimes more efficient solution, it often leads to ignoring the opportunities of grassroots change and civic development today .So supporting civic activism and building civil society appears to be the long-term driver for change, where any good person can take part now without waiting just for a political momentum.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n
